A merchant ship loaded with chemicals requests emergency authorization to dock at the city's port, alerting the port authorities. The boat has been hijacked by a Kosovar terrorist group threatening to blow it up if they don't release their commander who is imprisoned in their country accused of war crimes. Anna, the port director; Luis, the police captain, and Felix, head of the special operations group, will do everything possible to avoid the human and ecological disaster that is about to occur.
